The Independent Electoral and Boundaries Commission (IEBC) has issued a strict warning to Kasipul by-election candidates Boyd Were and Philip Aroko after violence broke out during their recent campaign activities.
The Commission said it was deeply concerned by the growing tension in the constituency and decided to take firm action to restore order.
Speaking during a media briefing on Wednesday, November 19, the Electoral Code of Conduct Enforcement Committee directed both candidates to pay a fine of Ksh1 million each.
According to the committee, the decision followed evidence showing that the two aspirants were linked to incidents that created fear and disrupted peaceful campaigning.
IEBC stated that the fines must be paid within 48 hours. The Commission added that if any of the candidates fails to meet the deadline, additional penalties will be considered.
These may include suspension from campaigning or even being disqualified from the by-election.
The committee also gave both candidates a final warning. It said that any repeat of the offences witnessed in Kasipul would force the Commission to take the strongest action allowed under the law.
This includes removing a candidate from the ballot if their behaviour threatens peace in the constituency.
In its statement, IEBC explained that maintaining order during elections is not optional.
The Commission emphasised that every candidate must follow the Electoral Code of Conduct, and anyone who ignores these rules puts the entire election process at risk.
The news of the fines has sparked discussions among residents and observers, many of whom say the violence had created unnecessary tension in the area.
Some community members welcomed IEBC’s move, arguing that strong penalties are necessary to protect voters from intimidation.
Others, however, feel that all candidates in the area should be monitored more closely to prevent further disruptions as the by-election approaches.
They believe more dialogue between the candidates and local leaders may help calm the situation.
IEBC promised to keep a close eye on Kasipul until the election is complete.
The Commission also encouraged voters to remain calm and report any suspicious activities.
