Kenya’s Director of Public Prosecutions (DPP) has filed extradition proceedings against a Chinese national wanted in Uganda over an alleged fraud involving UGX 4.53 billion, equivalent to approximately KSh151 million.
The suspect, 39-year-old Chen Guang, alias Alex, is accused of manipulating weighbridge bills and payment vouchers while working as a cashier at Diamond Steel Uganda Limited. According to the DPP, Guang allegedly exploited his access to the company’s financial documentation and payment processes to facilitate the offences.
The extradition proceedings follow a formal request from the Ugandan government received by the DPP on June 10, 2026. The request, dated April 18, 2025, was transmitted through Kenya’s Office of the Attorney General and Department of Justice.
Uganda asked Kenya to endorse and enforce a warrant of arrest issued against Guang and facilitate his surrender to Ugandan authorities to face criminal charges.
Guang was arrested on August 11, 2026, at Jomo Kenyatta International Airport after arriving in Kenya from Harare, Zimbabwe. His arrest was carried out by officers from the Directorate of Immigration Services.
The warrant was issued by Chief Magistrate Aciro Joan of the Mukono Chief Magistrates’ Court in Uganda.
During the extradition proceedings, prosecution counsel Fatma Shaban asked the court to order Guang’s surrender to Uganda, where he is expected to face 30 counts of forgery and one count of theft.
Shaban also opposed the suspect’s release on bond pending the hearing and determination of the extradition case, arguing that he poses a flight risk.
The prosecution is being led by Senior Deputy Director of Public Prosecutions Vincent Monda.
The case places Kenya at the centre of efforts by Ugandan authorities to secure the return of a suspect accused of financial crimes allegedly committed while employed by a Ugandan company.
The extradition proceedings will determine whether the legal requirements for Guang’s surrender to Uganda have been met.
